"Developmental" usually means junior C with a limit on the number of players age 18 and over (no more than two or three if I remember right) on a roster. CHA has C Major and C Minor (Developmental).

Found this in the winter meeting minutes. I remember seeing somewhere there are teams in Detroit, MI, Chicago, IL and Danville, IL
"The Great Lakes Junior B Hockey League Gerry Lullove stated that the league would not be looking to add 15/16-year-old players. The proposal included a letter of endorsement by the Pres of the Michigan Amateur Association outlining expressed concerns of Midget aged players. The operation of Great Lakes League would be limited the footprint of the Central States League. It was moved by Don Kirnan and seconded by Jim Rufo to grant the Great Lakes Junior League a two (2) year provisional status for Tier III C certification Motion passed. The Great Lakes Junior B Hockey League will play as a Tier III C commencing the 2008-09 season."
