Marc,
You will likely know the answer to this question. I saw on your site that the new player from Russia for the Tornado will get a final decision on Jan. 28th whether he can play or not. Does that mean by chance that the check will clear on Monday and things can go forward from there? I was lead to believe at one time that many of these Russian players require a little "lubricant" (of the Greenback brand if you will) for their motherland teams to release them.
Yeah or Nay?

That's pretty close to reality. I'm pretty sure HC Dynamo Moscow is milking the Stars for as much as they can. Just the cost of doing business with the Russians.

How much scratch is being mentioned here.
NAHL teams cannot have big bankrolls I doubt.
And if he is NAHL bound why a transfer anyway. Can he have a huge upside ?

He's a Dallas Stars draft pick, early third round (64th)... they're the ones making this deal so they can keep closer tabs on him. The Stars have a pretty solid relationship with the Tornado, so the destination is logical.

Super, but with limited playing time. When he broke out in Worlds last year he got everyone's attention.
5 points and +6 in last three games here...

I would defer to Marc on this also, but the money paid for Russian players to their Russian teams may vary greatly. In fact not all the money may go to the Russian team, other "middle men" as they say in the business get their palms greased too. Amounts may be large, tens of thousands, to much less. In fact, money may be actually set up on an ongoing basis and fluctuate with players performance and eventual level of play in the U.S. The payments may be "collateralized" as it were by the players family members who remain in Russia. That is to say a certain concern for family members left behind generally assures that the money will in fact be paid. As for the player to the Tornado, surely the Stars have made the payment and the long term arrangements.
